Dr. Julia Baker Rawlings serves as the Program Director for HCPF Contracts and Partnerships and Clinical Lead for the Colorado Evidence-Based Drug Utilization Review (CO-DUR) Program as part of a unique collaboration with the Colorado Department of Health Care Policy & Financing (HCPF). In this role, she leads the development, maintenance, and evaluation of evidence-based prior authorization criteria for Health First Colorado, the state’s Medicaid program.
As a leader of the Population Health Longitudinal Internship Program—a distinctive initiative among schools of pharmacy—Dr. Rawlings mentors select P2 and P3 PharmD students to guide them through hands-on experiences in drug utilization review and population health management. She empowers students to integrate knowledge from both didactic and experiential learning to promote safe, effective, and evidence-based medication use throughout a large patient population.
Dr. Rawlings serves as Secretary and ex officio member of the Health First Colorado Drug Utilization Review (DUR) Board and coordinates two key initiatives for Health First Colorado: the Rx Review Medication Therapy Management program and the Chronic Pain Centers of Excellence.
Before returning to her alma mater, Dr. Rawlings held diverse roles including Clinical Pharmacy Research Assistant, Primary Care/Internal Medicine Clinical Pharmacist, Clinical Pharmacy Specialist in Medication Safety, and leadership roles in both community and managed care outpatient pharmacy settings. As a faculty member, she has also served as an outreach and engagement specialist for the CU Skaggs School of Pharmacy and remains actively involved with HOSA—Future Health Professionals to support the next generation of healthcare leaders.
